Promotions |

The Company may from time to time engage in special promotions of new or
existing Service offerings of limited duration designed to attract new customers or to increase
existing Customer awareness of a particular offering. The promotional offerings are subject to
the availability of the Services and may be limited to a specific geographical area or to a subset
of a specific market group; provided, however, all promotional offerings shall be offered in accordance
with applicable Commission rules or regulations. |

Miscellaneous Rates and Charges |
|

The Company may adjust its rates and charges or impose additional rates and
charges on its Customers in order to recover amounts it is required or allowed by governmental or
quasi-governmental authorities to collect from, or pay to others, in support of statutory or regulatory
programs. Examples of such programs include, but are not limited to, the Universal Service Fund (USF),
E911 surcharges, number portability surcharges and any applicable and authorized Subscriber Line Charges (SLC). |
