Why my Online Max speed is blow 2Mb?

I'm having the Mediacom Online Max service right now. When I ordered this plan, the tech said should be close to 20Mb/s download speed. But I never got even higher than 2Mb in these two months. I have no idea what is going on for my internet. I called the tech support, they told me to change a modem, I did. But the internet still stays under 2Mb. I have some results here. I been having this problem for close to two months. These two months I NEVER got the speed higher then 2Mb. Please help me out here. It's not just at night, during the day is even slower. It is not unstable, it is stable under the 1Mb/s.

Can you kinda tell a little bit about the "return power" and how is he gonna fix it?

The return power is the power of the signal received by the cable modem.  I do not know what the technician will do to get that signal fixed.  Unfortunately that is not my area of expertise.

I received a call probably from one of the tech, didn't have time to answer it. I'm at my apartment. Is he still gonna show up? My appointment is between 8-12.

I checked with the dispatch office and we are still on for this.  They contacted the technician to let him know that you are home.
